The role of the Commission is in arming itself with proper research and documentation. The legitimacy and credibility to what the Commission says and does is based on solid research and data. Though everyone in the country knows that the predicament of the majority of children in our country is vulnerable and that children are not treated well, this has to be substantiated by information; it cannot just be an emotional argument. The Commission's focus is to build public awareness and create a moral force in the country to stand by children and protect their rights. A National Conscience has to be generated that captures the imagination of each citizen to take pride in the nation because it takes care of all its children.

POCSO:

  • In order to attain the Commission's Mandate of ensuring that each and every child has an access to all entitlements and enjoys all their rights, the State Commission for Protections of Child Rights took suo moto action on POCSO cases, collects action taken report from the quarter concerned immediately, and also helps the victims for immediate relief.
  • So far as the matter of implementation of POCSO Act, 2012 is concerned, the State Commission for Protection of Child Rights used to organize the above-mentioned coordination meetings with the stakeholders and used to give training to the people engaged in teaching to sensitize the students regarding god and bad touch. The Commission also monitor the rehabilitation of the POCSO victims.
  • State Commission organized a regional level sensitization Programme cum Awareness Workshop on Juvenile Justice Act, 2015, the POCSO Act, 2012 with the collaboration of National Commission for Protection of Child Rights at Mandi on 08-12-2016. Approximately 100 participants participated in the programme i.e. Chairmen of SMCs, Panchayats, DSP/SHO, SDM, BDO, Tehsil Welfare Officer, BMO, BRCS, BPO, CDPO, 30 Anganwari Workers, Anganwari Supervisor etc.

RTE:

  • HPCPCR is empowered with the responsibility to examine and review the safeguards of rights provided by the Right of Children to Free and Compulsory Education Act, 2009 under section 31 and recommends measures for their effective implementation. The Commission is also mandated to Inquire into complaints relating to child’s right to free and compulsory education; and takes necessary steps as provided under Section 15 and 24 of the Commission for Protection of Child Rights Act.
  • The Commission made significant interventions in furtherance to its mandate. Sensitization programmes on Child Rights to Free & Compulsory Education, RTE Act and its provisions vis-à-vis the role of teachers in making the RTE Act a reality was spoken in length with teachers and SMC Members during workshop and awareness camp
  • After the constitution of State Commission one day workshop was organized for sensitizing SMCs on issues of child Rights and Child Protection at HIPA on dated 23-12-2014. Teachers, SMC members and CWC Chairperson/Members of various districts attended this workshop.
  • On 09th January 2015 one day awareness camp was organized at NAC Sunni Renbasera Bhawan for sensitization of teachers and Members of School Management Committee. Approximately 100 participants participated in the camp i.e. Chairmen of SMCs of 15 panchayats, DSP/SHO, SDM, BDO, Tehsil Welfare Officer, BMO, BRCs, BPO, CDPO, 30 Anganwari Workers, Anganwari Supervisor and Advocate/Attorney from Directorate of Prosecution.
  • On 27-02-2017, the Commission organized a state level workshop with the collaboration of NCPCR at Shimla. During the opening ceremony, Hon’ble Chief Minister launched a survey on safe and secure school environment and also released a poster on RTE Act, 2009. Different stakeholders throughout the state participated in the deliberations.
  • On 19-02-2018, the Commission organized a zonal level workshop on RTE Act, 2009 at Dharamshala with the collaboration of SSA, About 200 participants i.e. different stake holders throughout the zone attended this workshop.
  • The Commission organized a zonal level workshop on RTE Act, 2009 on 13-03-2018 at Kullu with the collaboration of Department of Sarv Shiksha Abhiyaan(SSA) Himachal Pradesh. About 300 participants i.e. different stakeholders throughout the zone attended this workshop.
  • Similarly said workshop was organized at Chamba during June 2018 with collaboration of SSA, HP. About 200 participants attended the workshop.
  • Essay and painting completion was conducted on the occasion of celebration of 150 years of Mahatma Gandhi at Govt. Sr. Secondary School Kasumpti Shimla-9 on 2nd November 2019 and workshop on RTE and JJ was also conducted at Govt. College of Excellence Sanjauli Shimla-6 on 18th of November 2019.
  • One day State level orientation cum sensitization on Pariksha Parv 2.0 was organized at HIPA Shimla on 1.2.2020 with collaboration of National Commission for Protection of Child Rights New Delhi. About one hundred participants attended the same.
  • Similar workshop on the same occasion was organized at Mandi Himachal Pradesh on 7.2.2020 with collaboration of National Commission for Protection of Child Rights New Delhi.
  • Webinar on New Education Policy 2020, through Google meet were organized in the State by the Commission on 13.10.20 in Una, Bilaspur on 14.10.2020, Lahaul and Spiti 16.10.2020, Kullu 17.10.2020, Solan 19.10.2020 and Shimla 20.10.2020 with collaboration of SSA and concerned DPOs. About 80 to 100 shikshak/participants joined the meet in each Distt.
  • Webinars on same subject were also organized in Distts viz: Hamirpur on 11.11.2020, Mandi on 17.11.2020, Sirmour and Kangra on 18.11.2020, Kinnaur on 19.11.2020 and Chamba on 20.11.2020, about 80 to 90 teachers and other Participants joined the Webinar in each District.

JJ and other Misc.:

  • The International Child Rights day was also organized by the Commission on 20-11-2016 at Sanjauli, Shimla with the collaboration of NCPCR. Children’s of various schools as well as slum area children were also present on this occasion.
  • Children Day (Bal Divas) was also organized by the Commission on 14-11-2017 at Solan The Commission organize Marathon to sensitize the general public/students at large about the Right to Education.
  • The Commission used to visit the schools, Anganwari kendras, Child Care Institutions from time to time to sensitize the children, stakeholders and general public.
  • Under Section 13 and 14 of Commission for Protection of Child Rights Act, 2005, the following sittings/inspections were conducted by the Commission and suo moto actions were taken in different types of cases pertaining to child offences on the basis of news items appeared in different newspapers and requests/ representations received from individuals as well as through NCPCR/other quarters. During the financial year 2019-20 total 113 sittings/inspections were conducted by the Commission and different type of cases pertaining to child crime/offences, were discussed/disposed off.
